Fiscal Incentives

A. Provincial Ordinance No. 016-2022 - an ordinance amending the Ilocos Norte Investment Code of 2019 wherein new and existing businesses with the following fresh investments will enjoy discounts on the provincial share of Basic Real Property Tax (RPT) for one of the calendar year. Businesses already enjoying real property discounts or exemptions under the existing laws are not eligible of this fiscal incentive.

B. Five (5) year Governor’s Permit Fee Exemption to Business Innovation and expansion, and to Enterprise that employs 80% of total workforce who are bonafide Ilocos Norte residents

C. One (1) Tear Governor’s Permit Fee Exemption and Governor’s Special Award for Environmental Excellence and to Business engaging in Solid Waste and Industrial Waste Project.

D. One (1) year Governor’s Permit Fee Exemption to Business incorporating Energy Efficiency and Conservation Project in their operations.

Non-Fiscal Incentives

Upon the issuance of the Certificate of Registration, qualified registered enterprises and investors shall be granted:

  1. Provision of services from the one-stop documentation center;
  2. Assistance in identifying business locations and factory sites, securing local permits, utilities, right of way, labor recruitment;
  3. Access to financial and technical assistance programs of the government;
  4. Joint Venture (JV) or Public-Private Partnership (PPP) matchmaking.

The province believes in inclusive growth and economic quality: some of our programs target Seniors, Out of School Youth, Students, and members of LGBTQI. To facilitate rapid economic growth and to attract investments, there are 3 Operating Special Economic Zones:
